The design of the new administrative wing of the town hall in Slezská Ostrava is a sober, modern building for public use, with an emphasis on a welcoming and functional environment for employees and visitors alike. The new part of the town hall respects the representative character of the historic building and does not attempt to compete with or imitate it. The main design principles of the new building are direct expression and functional organization.

The shape of the building is based on spatial regulations, property boundaries, and terrain configuration. The massing solution is designed with respect to the heights of the old building and the surrounding development. The offset floors at the corners achieve a more favorable perception of the masses and better integration into the terrain. The façade emphasizes horizontality and simplicity.

The four-story administrative extension is connected on several levels to the old building, which continues to house the social areas and offices of the city administration. The new part is organized around simple operations—the public has free access to the service hall on the ground floor and the social department on the first floor. The upper floors with other departments are only accessible through turnstiles. On the roof, there is a terrace with a view of the city.

The load-bearing system is a combination of reinforced concrete and wooden structures, which allows the advantages of both principles to be exploited while reducing the environmental impact. The building is designed to passive standards. The parking lot in front of the town hall has been converted into a multipurpose space that can be used for occasional community or cultural events.
